This position supervises and leads schedule development, maintenance and monitoring activities. Supervises cost estimating, analysis, and cost control activities. Prepares and reviews or supervises the preparation and presentation of cost engineering and planning activities. Supports project or program organizational and administrative activities. Ensures work is completed as scheduled and as budgeted. Identifies cost trends for management attention. This position requires strong leadership capability teamed with an in-depth knowledge of project controls, high degree of technical experience and proven ability to develop and implement policies that support project controls objectives. The Project Controls Division reports to the Project Management Resource Center organization within the Capital Projects Associate Level Directorate of Los Alamos National Laboratory. The Project Controls Division (PC-DO) has over 200 employees deployed across the Laboratory performing project controls functions for both capital projects and science programs. The Project Controls Division provides subject matter expertise, which supports standard Project Management operations along with application of the LANS-certified Earned Value Management System (EVMS) where appropriate to ensure that control systems are maintained in compliance with that certification. Capital Projects focus is on delivering quality projects and programs, safely and in compliance within scope, schedule and budget for the lab. | | | | | | What You Need Minimum Job Requirements: Demonstrated extensive experience in the Project Controls function and sub functions of cost and schedule. Demonstrated extensive and proven expertise in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis. Demonstrated extensive experience in cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost and variance analysis. Demonstrated advanced experience in preparing project controls reports, plans, and detailed staffing utilization plans. Demonstrated advanced knowledge and technical skills with integration of all project controls system components. Demonstrated extensive experience with successful implementation and maintenance of an Earned Value Management System (EVMS). Extensive Knowledge and experience of engineering and/or construction management customarily acquired over time through specialized instruction or practical experience.
Business Systems Demonstrated advanced knowledge and experience in financial reporting systems and project code of accounts, and understanding of accounting instructions, which impacts project controls. Demonstrated advanced knowledge and extensive experience using scheduling software tools such as Primavera P6. Demonstrated advanced knowledge and experience using cost processors such as Cobra. Demonstrated experience serving as a subject matter expert and mentoring others on diverse topics of the scheduling and cost processor software applications. Demonstrated advanced knowledge and experience using personal computer operating systems and general computer applications and software, including several basic software applications such as Microsoft Word, Excel and PowerPoint.

Education/Experience: Position requires a Bachelor’s Degree and 10 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, postgraduate course work may be expected. Desired Qualifications: Experience in managing and leading projects or programs throughout all phases: Initiation, Planning, Execution, and Closeout. Advanced experience of using the scheduling tool Primavera P6. Advanced experience of using the cost processor Deltek Cobra. Experience of using the EVMS analysis and reporting tool Encore Analytics Empower. Advanced experience with successful implementation and maintenance of rigorous EVMS principles and techniques that complies with EIA-748 in U.S. Government facilities, programs, and/or projects. Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators. Knowledge of Laboratory processes and procedures customarily acquired over time through specialized instruction or practical experience.
