What You Will Do

At Los Alamos National Laboratory (LANL), we solve national security challenges through simultaneous excellence! The Plutonium Capability Transuranic Waste Management group, Nuclear Process Infrastructure-6 (NPI-6) is looking for a highly motivated individual to serve as a Manufacturing Manager 3 and join our TA-55 TRU Operations Team.

The person filling this position will be required to work non-normal business hours.

Weekend Night Shift Team (Friday – Monday 5:00pm – 3:30am) as required to meet facility objectives.

Shift Differential Pay: This position is eligible for differential pay for Swing/Third Shift/Weekend work.

NPI-6 ensures safe, efficient, and compliant waste management generated at the TA-55 Plutonium Facility, the Chemistry and Metallurgy Research (CMR) building, the TA-50 Radioactive Liquid Waste Treatment Facility (RLWTF), and the Radiological Laboratory Utility Office Building (RLUOB). We also provide ample opportunities to learn new skillsets and maintain a supportive environment when challenges arise. How we do our work is just as important as what we do. The First Line Manager (Manufacturing Manager 3) will report to the NPI-6 Group Leader and will provide management and leadership while managing TRU and LLW generated at TA-55. Some of the key tasks the FLM will be responsible for are planning, organizing and defining strategic goals, ensuring the administrative and operating procedures are current, understood and adhered to before releasing work. The FLM will also be responsible for establishing scope, schedule, and budget through work package development, resource and performance management and ensuring worker qualification and authorization; ongoing communication with line management reporting on work status, deliverables and commitments; effective time management skills and the ability to deal effectively with changing priorities and conflicting demands.

Manufacturing Manager 3

Key Responsibilities include but are not limited to:

·         Planning, organizing, and defining strategic objectives.

·         Establishing scope, schedule, and budget through work package development, resource and performance management, time sheet management, and ensuring worker qualification and authorization.

·         Delivers quality products and/or services; enforces adherence to quality standards; achieves balance between the need to meet both productivity goals and quality standards.

·         Working with facility operations staff to execute work safely, securely, with quality, and in compliance with nuclear facility requirements.

·         Ensures direct daily oversight of work, workers and the work environment.

·         Ongoing communications with line management reporting on work status, deliverables and commitments.

·         Directing and overseeing work performed by employees including “on the floor” supervision.

·         Effective time management skills and the ability to deal effectively with changing priorities and conflicting demands.

·         Effective teamwork in accomplishing objectives, including mentoring and motivating team members.

·         Providing financial stewardship over budget, procurement, time and labor, travel, and property

What You Need

Minimum Job Requirements:

Professional Level Experience: Demonstrated knowledge and experience with waste packaging, staging, handling and documentation; experience with nuclear high hazard facility operating requirements, safety authorization basis and/or Conduct of Operations planning and execution; ensure all waste management results, materials, processes and final products meet quality specifications and are completed according to established requirements. Demonstrated experience with packing, marking, and labeling hazardous materials or waste.

Regulations/Compliance: Demonstrated expertise implementing compliance with Federal and State regulations, with regards to waste; demonstrated expertise managing RCRA storage areas including knowledge of chemical storage, segregation, and handling requirements. Demonstrated thorough knowledge and expertise with Corrective Action Plans, Non-conformance reporting, Readiness Activities (Management Self-Assessments (MSA); Contractor Readiness Assessments (CRA); and Federal Readiness Assessments (FRA)).  Demonstrated familiarity with compliance with DOE waste requirements and New Mexico Environment Department (NMED) Orders. Knowledge of business operations to include financial, human resources, procurement, and other related business activities.

Policy/Procedures: Extensive knowledge of and ability to interpret industry, regulatory, or DOE/NNSA technical codes, standards, and criteria pertinent to waste management and/or nuclear materials management. 

Skills/Expertise:

• Knowledge of and experience in one or more of the following disciplines: transuranic (TRU) and hazardous (RCRA) waste management; manufacturing, and technology; weapons component manufacturing; manufacturing quality and production control and/or program management; nuclear materials research, process development, and technology demonstrations.
• Knowledge of and experience planning for and managing tactical execution of work. 

Communication: Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications. Demonstrated evidence of cross-organizational interaction with external regulatory or oversight agencies.

Leadership: Experience in supervising multidisciplinary teams of technicians and/or professional staff in a technical environment.

Education/Experience: Position requires a bachelor’s degree in a related field from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

DOE Order 426.2: Requires a Bachelor of Science degree in engineering or related science, and 4 years’ nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis.

Desired Qualifications:

• Demonstrated experience in TRU waste operations.
• Knowledge of and demonstrated application of DOE or LANL waste management regulations and requirements, waste administrative requirements, waste acceptance criteria, and waste certification requirements.
• Familiarity or experience working in support of hazardous waste management and/or within a nuclear facility.
• An active Q clearance with HRP.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment:  Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2.  Please note that this requirement applies only to citizens of the United States.  Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level).  Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens.  Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements:  To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.  Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use  was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program.  You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th.  The annual distribution is prorated based on the number of months in the eligible position.
