The Information and Technology (I&T) superdivision is looking for an enthusiastic, organized and innovative Program Manager. Reporting to the Program Strategy and Execution (PSE) Division Leader, this position will provide administrative coordination, oversight and standardization for I&T’s assigned Systems of Management Systems: Cyber Security, Document Control and Records Management, and Information Technology. The System of Management Systems framework organizes LANL’s cross-cutting operations and business functions arising from Prime Contract requirements, to help execute the mission in a safe, secure, compliant, environmentally friendly, effective, and efficient manner.
Program Manager 3 (non-technical) $101,700 - $168,200
The Program Manager for I&T’s Management Systems will be responsible for:
- Developing and maintaining a high-level awareness of the current and upcoming initiatives, projects, and requirements within the I&T Portfolio.
- Maintaining management system elements within the Intelligent Systems of Management Systems (iSoMS) tool to ensure they’re current and complete.
- Developing and maintaining a high level of knowledge of IT Policies and a familiarity with LANL policies, and establishing formal integration between the Management Systems and the I&T Policy Office
- Conducting and drafting impact assessments for new or changed requirements associated with the assigned Management Systems.
- Representing I&T for Management System activities such as giving presentations, attending meetings, collecting information, and responding to all data calls.
Program Manager 4 (non-technical) $122,300 - $206,300
In addition to what was outlined at the lower level, at this level the Program Manager will:
- Compile and manage risk associated with the assigned Management Systems
- Lead the effort with the Portfolio Management Office to establish, develop and maintain a roadmap for each Management System
- Develop a strategic and consistent approach to integrate DOE/NNSA requirements, best practices and benchmarking from other labs into IT Policy in a deliberate, easily maintainable, and user-friendly way.
| | | | | | What You Need Minimum Job Requirements:
- Significant experience managing or administering large projects or programs including developing and executing on scope, schedule, and budget. Has a strong business acumen and the ability to speak the language of both I&T and business
- Broad, high-level knowledge of IT systems and functions and the willingness and ability to learn new technologies or IT functions.
- Must be an inquisitive and persistent self-starter with the ability to work independently. Must be a quick learner with the ability to interact intelligently with both technical and non-technical audiences. Highly adaptable and flexible. Ability to handle ambiguity and quickly adjust to shifting/competing priorities.
- Executive-level presence and prompt, highly effective written and verbal communication skills and practices, with the ability to build strong relationships across I&T. Must be an effective mediator and listener.
- Exceptional communication and interpersonal skills, with proven experience in strategies to motivate others to complete their assigned tasks. Demonstrated excellent written and oral communication skills to include the preparation and delivery of presentations, reports, and trainings.
- Experience working with policies and procedures in a highly regulated environment.
- High level of critical thinking skills demonstrated problem solving skills, with experience in interpreting and analyzing different kinds of data and information and understanding it’s potential relationship or impact on a program.
- Demonstrated experience in strategic planning, building roadmaps and the ability to integrate complex program/project work with other priorities and commitments.
Additional Job Requirements for Program Manager 4 (non-technical):
In addition to the requirements outlined above, qualification at the higher level requires:
- Experience interacting, communicating and negotiating with Executive-level management to include immediate organizational management and/or customer base management.
- Experience working with DOE/NNSA or other Government policies, procedures or requirements and their flow-down into local procedures or policies.
- Experience in formal Risk Management across a program.
- Experience working for an enterprise-level service delivery organization in one of the identified Management Systems.
Education/Experience at lower level: Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate coursework may be desirable.
Education/Experience at higher level: Position requires a Bachelor’s Degree from an accredited institution and 12 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate coursework may be desirable.
Desired Qualifications:
- Experience working in the iSoMS tool and/or working with the management of one of LANL’s System of Management Systems as noted in SD309
- Experience working with NNSA/DOE (or similar) oversight, policies and expectations and integrating overarching policies or requirements into local policy/procedures.

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice. Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
