This Program Manager (PM) position will lead the W93 Program Management team and be the primary POC with NNSA for Program Management. They will supporting the W93 Project Technical Leads and Management Team and will be responsible for developing the overall program plan for the system as well as directing the PM team to document, track, and ensuring that program deliverables are being completed on schedule. This includes ensuring that work packages, budget allocations, and reports to NNSA and project integration offices are all done. This role requires working with technical personnel and the technical leads to define the scope, schedule, and budget and ensuring required activities are executed and tracked appropriately. The PM will be expected to collaborate with sites across the NSE and present to NNSA and DoN (Department of the Navy) programmatic progress and finances. Travel will be required to support meetings with NNSA, DoN, and other nuclear security enterprise partners. Safety and security are a primary responsibility for all Laboratory employees. Maintain required safety and security training, assure safety and security compliance, and make safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Provide leadership, vision, and strategic and tactical planning for execution of programmatic work and risk management. Use independent judgment to identify potential portfolio risks, develop risk mitigation strategies, and recommend risk acceptance/avoidance for all aspects of the assigned program(s). Maintain advanced-level knowledge of the relevant technical discipline as well as understand and adhere to all Laboratory and regulatory guidance and governance specific to the programmatic work of assigned portfolio(s). Expert-level knowledge of and consultative experience in all aspects of program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated record of successfully supporting large cross‐organization teams to ensure complex technologies or products are delivered within budget and on schedule. Demonstrated record of successfully supporting multiple teams or projects simultaneously. Excellent oral and written communication and presentation skills. Ability to evaluate a problem and generate ways to overcome the problem. Training & Certifications Project Management Professional (PMP) will need to be obtained within 1 year of hire on date. Education Position requires a Bachelor’s Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, an advanced degree may be expected; technical and project management degrees preferred. Desired Qualifications: Knowledge of LANL financial policies and principles including forecasting. Experience working with the Weapons Engineering and Weapons Physics organizations at LANL. Knowledge of nuclear weapons, NNSA facilities, or DoD customers that support the U.S. stockpile. Demonstrated experience with a variety of written correspondence, reports, procedures, directives and DPBPS requirements. Knowledge in estimating program costs for moderately large and complex projects. Experience managing formal EVMS program reporting. Active DOE “Q” or other Top Secret clearance
