May serve as a Control Account Manager (CAM) responsible for planning, budgeting, managing and controlling costs and schedule performance for a project or sub-projects. Serve as a point of contact for project controls, including account scope, schedule, budget and technical performance. Lead efforts to ensure work packages realistically represent the duration and budget necessary to perform work. Perform variance analysis reviews, determine cause and effect of schedule or cost variance and define achievable corrective action plans. Present project management performance plans, status updates, trends, or issues to federal sponsors.
This position will report functionally to the Project Management Division Leader and will be deployed to executing organizations that are responsible for project portfolios ranging from $50 Million to more than $1 Billion with some having to meet the requirements of DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets.
What You Need
Technical Leadership
Advanced leadership and management skills (organize, direct, control) to lead a cross-functional group of Integrated Project Team (IPT) members in a technically oriented project environment. Advanced experience managing construction projects including proactively managing project scope, schedule and budget including use of Earned Value Management Systems (EVMS). Demonstrated experience identifying project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of a project.
Technical Excellence
Expert knowledge and expertise in engineering, procurement, construction and other project related activities, including interfaces and inter-dependencies. Strong understanding of financial analysis and planning concepts. Management experience in all project management functions—including formal EVMS, developing project execution plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions. Advanced broad knowledge of industry standards.
Personal Leadership
Proven personal leadership and management. Demonstrated ability to establish and maintain strong and effective customer engagement. Demonstrated experience interfacing with program, project, and line management to develop clear and executable action plans to address issues or needs. Provide personal leadership, direction and technical advice regarding health, safety and environmental compliance.
Communication
Excellent interpersonal, oral and written communication skills that includes reporting on project status to senior level management, project stakeholders, as well as regulatory inquiries. Ability to promote an open communication environment to develop mutual trust and teamwork.
Compliance and Security
Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security and/or nuclear environment.
Education/Experience
Position requires a Bachelor’s Degree in Engineering or Scientific discipline from an accredited institution and 12 years of experience in two or more of the following functions: project management, project control, engineering, procurement or construction leading to a thorough understanding of the knowledge described above; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
LANL Operations
Experience working in nuclear facility operations or other highly complex, hazardous operations, particularly as it pertains to the Los Alamos National Laboratory mission.
Stakeholder relations
Experience working with federal clients at headquarters or field office level in a strategic manner to maximize client satisfaction.
Certifications
Project Management Institute Project Management Professional (PMP) certification or equivalent.
Clearance
Active DOE Q clearance desired.
