The International Threat Reduction Group (NEN‐3) is seeking a Program Manager to join our mission‐focused leadership team. NEN‐3 applies expertise in nuclear and radiological materials and commodities detection, packaging, international training and consultation, modeling, and simulation to reduce nuclear proliferation and enhance global security in a changing threat environment. The successful candidate will lead the Nuclear Smuggling Detection and Deterrence (NSDD) Program for Implementation and Sustainability programs and the NSDD Science and Engineering Team (SET). A key component of this job will be interfacing with NNSA DOE HQ federal staff in NA‐213 on defining scope, schedule, and budgets for a ~$17M Program. The selected candidate will be expected to work closely with LANL line management and the GS‐NNS Program Office to collaboratively plan the execution of programmatic work scope. Travel is required domestically on a quarterly basis most often to Washington DC. The NSDD Program is supported at LANL by diverse skill sets and technical backgrounds, as such, the selected candidate must have a dynamic management style that can adapt to a wide range of programmatic situations. Duties will include all or a combination of, but are not limited to the following: - Serves as the primary interface with NNSA NA‐213 to develop, negotiate, and define mission goals and programmatic deliverables, in accord with Laboratory capabilities, capacities, and priorities, that balance the best interests of the NNSA customer, the program, and the institution.
- Provides leadership, vision, and strategic and tactical planning for execution of the NSDD program for Implementation and Sustainability programs, and the NSDD Science and Engineering Team (SET). The program manager will also formulate, plan, and implement new program development initiatives that align with the team’s technical disciplines.
- Collaborate with technical colleagues from other national laboratories, foreign governments, or international institutions such as the IAEA as part of the programmatic efforts to strengthen capabilities to detect, disrupt, and investigate the smuggling of nuclear and radiological materials.
- Develop capabilities and solutions to counter nuclear smuggling challenges, including development of software tools, concept of operations, technical procedures or integrating other types of detectors and sensors with radiation or other detection systems.
- Develop new and innovative concepts and approaches to address specific problems in NSDD.
- Work with Project Controls Group (PCG) to make financial decisions related to programmatic activities involving partner countries, the science and engineering team, and international nuclear forensics.

Technical Knowledge - Broad understanding of radiation detection equipment and/or active and passive detection systems or other security/detection equipment.
- Experience working within established safety and quality controls for moderate to high hazard activities.
Program Management - Demonstrated experience monitoring project performance against budget and schedule, identifying budget and schedule variance.
- Experience in successful management of a program or large technical project.
- Demonstrated ability to manage multiple tasks, often with competing deadlines and shifting priorities.
Leadership/Influence - Demonstrated experience in developing and nurturing effective internal and/or external customer relationships.
- Ability to negotiate with sponsors, senior management, program and line managers, and other stakeholders to identify, commit, and prioritize resources to ensure completion of project deliverables.

- Ability to obtain and maintain a Q clearance.
Education/Experience: Position requires a bachelor’s degree in STEM field from an accredited institution and 8 years of related experience; or an equivalent combination of education and experience directly related to the occupation. Advanced degree preferred Desired Qualifications: - Experience coordinating work with national laboratories and subcontractors.
- Demonstrated understanding of IAEA nuclear security systems and measures concepts and recommendations.
- Experience in project leadership and the ability to develop project plans, negotiate milestones and deliverables, as well as manage cost and budget.
- Experience developing training materials for the operation and/or maintenance of equipment.
- Experience working with law enforcement agencies or other security services.
- Experience working with foreign government civilian and/or military agencies to facilitate joint operations and/or tasking with respect to matters of national security.
- Demonstrated ability to work well across organizations within the USG (civilian or military).
- Experience conducting border security operations with civilian and/or military organizations.
- Experience with anti‐smuggling and/or nonproliferation operations.
- Active Q Clearance
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
